In an era where urban centres stand as the frontline defenders of democratic values, the DeCiDE project is proving that human rights are not just legal abstractions, they are local actions. In the heart of Józsefváros, the EU Charter of Fundamental Rights has been transformed from a document into a roadmap for municipal governance. By localizing these European standards, the district is demonstrating that the most effective way to safeguard human dignity is to weave it directly into the fabric of the city. Józsefváros is turning the principles of equality and justice into tangible policies that shield its most vulnerable residents and empower the community as a whole.

Empowering Citizens through Participatory Governance

Józsefváros is redefining the relationship between the city and its residents through its landmark Participatory Budgeting Initiative. This project empowers citizens by involving them directly in the allocation of municipal funds, transforming them from passive observers into active participants in governance. By providing a formal mechanism for residents to submit and vote on community projects, the district operationalizes the spirit of Articles 39 and 40 of the EU Charter regarding democratic participation. Furthermore, by ensuring the process is accessible through both online and offline platforms, and specifically including youth-focused monitoring, the initiative upholds Article 21 (Non-Discrimination) and Article 41 (Right to Good Administration), ensuring a transparent, inclusive, and accountable management of public resources.

Advancing Social Justice and Roma Equality

The district is also making significant strides in human rights through the Equality and Social Justice Program for its Roma Population (2023–2028). This comprehensive program is a powerful operationalization of Article 21 (Non-Discrimination), specifically designed to dismantle structural disadvantages. By improving access to education (Article 14), fair working conditions (Article 31), and healthcare (Article 35), Józsefváros is fostering an economically empowered and healthier community. This commitment extends to Article 22 (Cultural Diversity), as the district actively supports Roma heritage through the establishment of dedicated cultural centers, ensuring that the city’s social fabric remains vibrant and inclusive.

Guaranteeing Human Dignity through Housing and Support

At the core of Józsefváros’s social strategy are the Monetary Support Restructuring Concept and the Housing Management Plan, both of which serve as tangible defenses of Article 1 (Human Dignity) and Article 34 (Social Security and Social Assistance). By streamlining the application process for low-income households and creating a predictable housing support system, the district ensures that those lacking sufficient resources can secure a dignified existence. These efforts help alleviate the economic pressures on family life, upholding the principles found in Article 33, while ensuring that social mobility remains a reachable goal for all families.

The commitment to a humane urban environment is further solidified by the district’s strategic renovations and transparent housing allocation processes. By improving the quality of municipal housing and ensuring equitable access under Article 36 (Access to Services of General Economic Interest), Józsefváros is prioritizing the well-being of its citizens over market pressures. Through these four integrated projects, the district is setting a new European benchmark for local governance, proving that when a city values and protects the fundamental rights of its most vulnerable, it builds a more resilient and equitable future for every resident.
