Padova is demonstrating that the most effective way to uphold human rights is through “co-design” a collaborative model where the municipality and civil society work hand-in- hand. By participating in this European-wide movement alongside the DeCiDE Project while implementing the EU Charter of Fundamental Rights, Padova is proving that when cities localise the Charter, they create more resilient, transparent, and compassionate communities.

The city is currently reinforcing its commitment to these values through the strategic implementation of two transformative initiatives: the Agency for Housing of Padova and the Autonomy Paths for People with Disabilities. The Housing Agency directly operationalises Article 34 (Social Security and Social Assistance) of the EU Charter. By mediating between property owners and tenants to promote affordable rentals, the city actively ensures a dignified existence for families pressured by rising market prices. This initiative moves beyond temporary aid, seeking to provide the long-term stability that is essential for any citizen to thrive. Simultaneously, the Autonomy Paths project upholds Article 26 (Integration of Persons with Disability). This initiative is designed to ensure independence through modern “enabling routes, ” incorporating home automation and digital skill development. With the shift of focus from traditional, passive care to active social and professional integration, Padova empowers individuals to lead self-determined lives. Both projects are fundamentally rooted in Article 1 (Human Dignity) of the Charter, recognizing that a stable home and personal autonomy are the cornerstones of human dignity.

By aligning its local policies with the EU Charter, Padova has developed a sustainable and replicable model for modern social governance. These programs do more than just provide services; they strengthen the city’s democratic fabric by fostering inter-professional collaboration and administrative transparency. The result is a more cohesive Padova where active citizenship is encouraged, and the social burdens on the community are alleviated through preventative, rights-based action. Through these efforts, Padova stands as a shining example of how a city can honour its residents by placing human rights at the heart of its development.
