30 April 2025 – The Global Parliament of Mayors (GPM) is proud to welcome three distinguished new members, each bringing powerful local leadership and unique perspectives to our international community.

Abigail Marshall Katung – Lord Mayor of Leeds, United Kingdom

Abigail Marshall Katung made history as the first African Lord Mayor of the City of Leeds. Born in Zaria, Nigeria, she moved to the UK in 2000 to pursue a master’s degree in Development Studies at the University of Leeds. Elected to the Leeds City Council in 2019 and re-elected in 2023, she has served in a variety of leadership roles, including Scrutiny Board Chair, Chair of the Hate Crime Strategic Board, and Food Champion. As Lord Mayor, she acts as the city’s ambassador, building bridges with communities and welcoming dignitaries from around the world.

Adama Sarr – Mayor of Keur Massar Nord, Senegal

Mayor Adama Sarr has led the city of Keur Massar Nord since January 2022. Located in the greater Dakar area, the city is home to over 300,000 residents. His leadership plays a vital role in shaping urban development and public service delivery in one of Senegal’s fastest-growing urban centers.

Yves Lamine Ciss – Mayor of Mont-Rolland, Senegal

Elected in 2025, Mayor Yves Lamine Ciss serves the rural city of Mont-Rolland, which has a population of approximately 17,500 people. With a strong commitment to local governance, Mayor Ciss brings valuable rural and regional insight to the GPM’s mission of strengthening democratic leadership at all levels.
